Clean Earth of New Castle, LLC (CENC) operates a thermal treatment facility that can handle a wide variety of volatile and semi-volatile contaminants including MGP wastes and non-hazardous coal tar contaminated soils and aggregates. While processing the soil CENC separates all metal and non-contaminated aggregate for recycling. Processing of all the soils and the associated trucks and equipment used at facility are done on concrete and asphalt work surfaces. Loaders and sweepers are used to keep soils in processing areas and buildings.

A storm water retention pond is maintained on site per the facility's Storm Water Plan to collect sediment run-off from the facility during weather precipitation. The sediments collect in the on-site retention pond and storm water is discharged at pond outfall. Rather than waste this water CENC has developed the storm water pond to better collect and filter sediments in 70% of the retention pond, and collects filtered water in the other 30% of this area. This water is pumped to a filling station into our 2500-gallon water truck, which is used for dust suppression at the facility. During peak usage of the water truck in the summer months, the facility can use up to 4-8 loads of water per day for dust suppression. This system reduces the facility water usage by half or more for dust suppression depending on the amount of storm water collected allowing CENC to use less city water resources and discharge little to no storm water from the facility. Sediments from retention pond are sampled and mixed back into untreated soils for treatment and beneficial reuse.
