Project Scope
Waste Sampling Characterization & Analysis - Clean Earth worked with Metcalf & Eddy (M&E), Goldman Sachs’ environmental consultant to develop a sampling and analysis plan that would effectively characterize all waste materials present at the site. The plan accounted for approval requirements of all five of the Clean Earth facilities.

Waste Material Loading & Reloading for Transshipment - Clean Earth was the prime subcontractor to E.E. Cruz/Nicolson, Joint Venture (project GC) for all soil loading activities on the project site. This included management of union operators and laborers and daily project management responsibilities for all waste disposal related activities. All tracked excavators, articulated dump trucks and wheel loaders needed for load out and stockpile maintenance was provided from our own equipment inventory. Daily activities required soil, waste, and debris to be transferred from the main excavation to a centralized stockpile (by waste code) and then re-sampled. Material meeting confirmation-sampling requirements would be transferred to the newly constructed bulkhead, and loaded onto barges for shipment to our Claremont Dredged Material Recycling Facility (DMRF).

Transportation Logistics & Material Transshipment - In addition to owning the five primary facilities used for the project, Clean Earth’s ability to coordinate and manage barge transportation to DMRF facility in Jersey City’s Claremont Channel was the key to the success of the project. The Claremont facility’s ability to accept 3,000 cubic yard barges enabled the removal of over 265,000 cubic yards of contaminated soil and waste. Clean Earth constructed and operates DMRF which was designed to deal primarily with dredged material; however, DMRF also holds a permit that allows the company to receive and process up to 10,000 cubic yards per day of soil or sediment. Barges were received and offloaded by Clean Earth and reloaded onto dump trailers for shipment to one of our five waste treatment facilities. The use of Claremont DMRF enabled the project the ability to reduce costs and keep the streets of Jersey City clean and free of congestion.

Hazardous & Non-Hazardous Waste Treatment - Clean Earth was the only company in the region that possessed the facility resources to receive and process all of the material generated from the project. All five of the Clean Earth facilities were utilized to manage the 265,000 cubic yards generated. A general breakdown of the material by facility is as follows: Dewatering & Waste Water Treatment System Construction/Operation Clean Earth was retained to design and construct a system that could effectively control ground water at the main excavation site. The system was installed and operated using an extensive dewatering system that maintained the groundwater level below the bottom of the 50-foot deep excavation. The dewatering program also required the design, installation and operation of an on-site enclosed water treatment system for heavy metals removal. The system included surge/settling tanks, chemical injection for secondary settling, carbon treatment and a resin (Ionic) filtration system.
