Clean Earth also manages Pennsylvania Clean and Regulated Fill through a physical treatment process so the material can be beneficially reused as construction fill and landfill cover and capping.

Soil that has been affected by a known release of petroleum products that have not previously been used, such as gasoline or fuel oil stored in a UST/AST.
Soils not affected by a known release that do not meet reuse requirements due to historic backfill or housekeeping issues or soils contaminated by a known release of non-petroleum chemicals. This can include petroleum solvents, such as BTEX compounds, PAH or hydrocarbons.
Soil that has been affected by contamination from a manufactured gas plant operation. Note: this material is exempt from TCLP benzene rules.
