Continued Adoption of Electronic Manifests

As we’ve already communicated with our customers, the U.S. Environmental Protection Agency (EPA) increased its original e-Manifest submission fees on Oct. 1, 2019.

In its 2018 user fee final rule, the EPA established a methodology by which the agency would set fees every two fiscal years. For Fiscal Year 2020/2021 (Oct. 1, 2019 through Sept. 30, 2021), the user fees are changing due to various factors, including changes in projected manifest usage rates as well as program costs during this period.

FY 2020/2021 e-Manifest Fees

  • $8 per manifest (previously $5): Electronic manifest, both fully electric and hybrid
  • $14 per manifest (previously $6.50): Data and image upload
  • $20 per manifest (previously $10): Scanned image upload
  • $25 per manifest (previously $15): Mailed-in paper manifest

Currently, 75% of all e-Manifest program costs are allocated to processing paper manifests. To take maximum advantage of the benefits and cost savings of electronic manifesting, the EPA encourages the hazardous waste industry to fully adopt this electronic process as soon as possible. However, the EPA acknowledges that it will take time for industry to fully transition to electronic manifests.

The EPA supports wide adoption of electronic manifesting by the regulated community as soon as it is feasible.
